Why does Europe have soccer hooligans?

I don't know why Americans are talking smack. When the country isn't divided up in states, its divided up in Amer. Football teams. Well They take football serious in Europe kind of like americans with baseball. Theirs people who take sports to seriously around the world america and Europe is no exception. ex.
