Tourist visa question for the U.S.?

Let's say someone from Japan gets a tourist visa good for 90 days. They travel to the U.S. then return to Japan on time. How long after returning would they be able to get another 90 day tourist visa? Is there a waiting period? Or is it all about the technicality of having left on time?
